Cannot open file "C:\Windows\system32\chart"

I have an error message if I open frame in XE7 which already contains TChart. (I have the same problem in XE8 on the same drive)
Cannot open file "C:\Windows\system32\chart."
I think this started since I installed TeeChartVCL-2015.15.exe.
I have reinstalled it and there was no problem. After restart of my windows7 it was back.
If I put a new Chart component into frame then other frames can be also open without problem.
What cause this? How can I fix it?

Cannot reproduce in new project so ...
Maybe something corrupted in project group. I will replace it with new one.
